Derek.

Remove the steering wheel nut (20, 22mm? socket).  Mark the position of 
the wheel in relation to the shaft.  You'll  have to make the necessary
pair of puller bolts with 6mm x1 threaded rod about 5 inches long
(salvaged Honda battery tie-down rods with nuts brazed on work well) and
use your frog assy to remove the wheel.  With the steering column set
low, carefully snake out the cover.  The ignition lock is mounted with an
8mm 'blind' screw.  Unscrew it by gently attacking it on the right side
with the corner of a sharp 1/4-inch cold chisel and hammer.  Usually no
problem and you can use a regular hex head cap screw upon reassembly.
