the DOT standards are simply quite old, and i'm not sure that there is any
ongoing evolution of them. they basically were the first helmet standards
of any real value, and so weren't a joke way back when.

when buying snell, be aware that SCCA club racing has the toughest
standards of them all. currently SA2000 and SA95 are the accepted
standards, M (motorcycle) helmets are not permitted at all.

buying new, the choices will be new (SA,M) 2000 or NOS (SA,M) 95. buy the
SA if you can afford the markup (usually $30-40), the main difference is
that M helmets commonly have nylon liners and SA helmets have nomex or
pbi liners (nylon melted into burns is something that emergency rooms
really hate to deal with.)

buy for fit. brand is less important that proper fit. too tight and you'll
get headaches, too loose and the helmet won't protect properly. i would not
buy mail order unless i knew how fitment ran for the particular helmet in
question.
