Ron, make sure that your cowl drain tubes are not plugged or blocked in 
any way.  It sure sounds like something is preventing them from taking 
the water away, so it comes out the cowl vents.  After preparing for 
another deluge, disconnect the drain tubes above the foot wells and see 
if you can spot the problem.
