One lamp is the one that indicates brake light failure. The other one is a generic on that comes on whenever there is anything wrong with the brake system. Did you check if your one of your brake lights is blown? It reacts to a too high resistance in the circuit, so contact cleaner or changing bulbs may be all you need. Sometimes, though, the warning lamps come on intermittently even if there is nothing wrong with the brake lights. This is probably due to a gremlin in the brake light control module, a small ECU residing under your passenger dash. It only exists on US models where it is necessitated by the fact that US models have shared rather than separate rear turn signals and brake lights.
