Mechanical (de)tensioner Again

The mechanical tensioner I just installed per the Centerline instructions and
then the Alfapro instructions DOESN'T WORK. If the tensioner is adjusted per
the manual, it will not hold the correct tensioner and the cam belt jumps a
tooth after the first or second startup. With the unit adjusted per spec, a
slackening of the belt occurs when the crank pulley is a maximum rotational
load - near TDC on the compression stroke. If I understand the design, the
tensioner is suppose to maintain a constant tension against varying loads.
Mine doesn't. Checked the unit, it seems OK with the spring in tack. The
only way I can avoid the jumped tooth problem is to adjust the thing as far
right (against the belt) as possible.

Do I have a bad tensioner? How can I tell?

Thanks - I don't want to go through the bent valve hell again.
