To enforce the 2500 mile limit on cars imported under the "show & display"
clause, you have to demonstrate that you have an insurance policy in effect
with those limitations - in effect through the time that the car is 25 years
old.  So instead of keeping tabs on the cars themselves, they let you choose
whether or not you want to violate the terms of your insurance policy.
