Dan, you might want to try some spray of "Lithium grease" at all of the 
balljoints that make-up the throttle linkage. These make various right-hand 
bends, are exposed and can get grit and moisture in them. In addition, the one 
joint right below the washer bottle seems a most likely culprit. Good luck
