You really need a high-pressure gague you can leave connected while the
system is in operation.

The "three-way" switch looks-like it goes four ways --

The compressor is OFF (one pair of wires) if the pressure is very low;
again if the presssure is very high --  similarly the fan is ON when the
pressure rises (suggesting cooling is needed), and turns OFF when the
pressure dropps.

-- the fan may start shortly; not immediately.

the spec is by pressure -- extremely difficult to diagnose without a read.
