having a gouge down where the liner bore enters the
crank case doesn't sound like something to be too
worried about as long as the gouge isn't ridiculously
large. i would probably try cutting out the "stake"
with a dremel (but, i am a pretty patient person:) and
emory disk, and then remove the liner. as long as you
don't damage the top shoulder of the liner bore, the
o-ring will seal. if there are any sharps corners in
the gouge, file a small radius on to them to help
avoid crack propagation (unlikely, IMHO).
