This is the way to go.  If you want to go really cheap ($4) buy a can of 
3M spray upholstery glue.   Peel half of the liner back and sweep the 
foam off.  Spray, and reattach liner.  Repeat for other half.

It will be half-assed, but functional.  What else do you expect for $4.
