I would not suggest what you are recommending. There is foam layer
falling apart which causes the separation. Without removing the
crumbling foam, adhesive will not work.

A long while back the digest came up with a probable best approach.
Remove the headliner board, drop off at an auto upholstery shop for
fabric replacement. This approach should be very cost effective and
cosmetically perfect.
