Tim Hancock of the UK's words are exactly how to handle it in the Republic of California. Your car should be restored to it's prior condition or you should be paid enough to replace it. Get lotsa estimates and comparable cars for sale to establish value. Be persistent, polite, and let time be on your side. If they're in a hurry to settle, slow things down.

In terms of the dog...in some rural areas of the US I would recommend shooting the dog and bringing the corpse to the Sheriff in the back of your truck!
