After taking off 0.010" you will certainly have to renitride. Nitriding will be the final process to perform after grinding and if necessary, quench and tempering of the crank. Surface hardness will be about the only way to tell if it has been renitrided. You can have this done in a non destructive manner, although I'm not sure what you may be able to find in your neck of the woods. (typically how high a small steel ball bounces off the surface, but this may not be accurate enough). You can have it tested with a small diamond indentor, but great care would have to be taken to ensure that it is somewhere that wont start any fatigue cracks (and not on the ground surface).
