SB708 is a solution in search of a problem.

The number of cars on the road in Cal. which are both 25+ years old and
poorly maintained is trivial and this makes them an attractive target to
a politician. For isntance, it's not going to put him head to head with
the trucking lobby.  After attacking a tiny fraction of the population,
which cannot harm him electorally, to build his legislative "track
record", come next election Florez will doubtless trumpet his strong
record on protecting the environment.
