Importing 1991 164LS from U S to Canada

My friend, Laura Johnson, is having trouble bringing her 1991 164LS back to
Canada from the U S. No, I don't know where in the U S, nor where in
Canada. There is some unspecified safety concern with pre-1994 164s,
although I know of several 1991s here in Ottawa
