I had the same problem with my 71 gas tank filler, but here in Missouri it 
wasn't the bellows causing the problems (although I have used them in CA and 
St Louis) but the spring rubbing on the upper lip of the gas tank.  

So when I had my car repainted, I also had the gas tank out, coated on the 
inside, and had the filler pipe cut down an inch so it is now centered in the 
opening.   The whole thing, derusting the tank, adding sealer, and the cut 
down cost about $100 at a radiator/gas tank shop.
