Spider / tires / fender rub

I know this is an old topic that I was not interested in at the time, but a 
friend needs the answer.

Just purchased a 1971 Spider with 205x60x15 on 7" wide / 1" offset wheels and 
new tires.  But the front tires rub when going over the bump getting into 
driveway, etc.

He has been given one solution ....... beat the front fender lip up flat with 
the body, of course cracking the paint.   He would like to know if there is 
another solution.
