A missing fan shroud should only cause overheating problems when stuck in
traffic on a hot day.  Normally, enough ram air goes thru the radiator above
15 or 20 MPH that you don't realy even need a fan or shroud.  (That's one
thing that led to the electric fan)
Sounds like you have a thermostat going bad or probably a radiator plugging
up.
Unless the water pump is leaking, it is not the problem.  A water pump that is
turning, is working!  There is nothing to wear out and go bad except the
bearings and the seals.  The impeller just spins in a puddle of water with no
wear.  If it spins, it pumps
