Not an exhaust leak.  That is the primary use of CO2 in the test schema.

CO2 is not a regulated compound per say, it is used to insure the sample
is not overly diluted.  As such it is a minimum number not a max number. 
In MD any test with CO2 below 12% (I think, been a few years since I
dealt with static testing) is invalid, due to dilution with air.  Check
your exhaust system for small leaks.
