164 radiator fan

The radiator fan on my 1995 164 doesn't turn on. I checked the electrical plug
to the fan motor and I read 12.5 volts but there isn't enough amps to turn the
fan. The resistor looks good too. I have a spare repaired fan so I swapped
them and still it won't drive the fan. I'd appreciate any help troubleshooting
this problem!
