rear defroster

Is there anything besides a failing wire running from the front of 
the car that would cause the rear defroster on my GTV6 to lose 
effectiveness?  It's only pulling 7A, while the Milano pulls 9.  It 
was also getting slightly less than full battery voltage, but I 
forget the numbers.
