Some Volvos of about the same vintage as the Alfa you are talking about
used a similar, dual pump, set-up, with the primary pump in the tank.

The purpose of the primary pump is to insure against any possibility of
vapor lock--this primary pump is NOT a high pressure pump, it is there
merely to assure proper prime of the secondary, high pressure pump. The
symptoms of a non-functional primary pump can be pretty insidious and
sneaky.
