stuck dust caps

I would like to repack the front wheel bearings on my
spider but the dust caps refuse to come off (rusted
onto the hub probably).  I know there are special
pliers that should make this job easier but they are
not easy to find (snap-on tools sells then for $46). 
Are there any other tricks to get the caps off?
