What's the relay supplying power to?  I've seen them hooked to the cold 
start solenoid, but if so, it would only have current flowing through it 
during start-up.  Perhaps it's just absorbing ambient heat in the engine 
bay.  It might also be wired to power both the cold start solenoid and the 
starter solenoid, and if so, 15A is too small.  Again, it would only have 
current flow during start-up.  '74 Spiders have a starter relay on the 
firewall near the windshield washer fluid bottle, not sure about the 
GTV's.  That's probably a better spot for a relay, as it's not so warm.  I 
suppose it could also be wired to the fuel-cutoff solenoid, to maybe extend 
the longevity of the micro-switch, but I haven't seen that before, and 
don't know if there's a need.  Other than the 2 solenoids (cold start & 
fuel cut-off) the Spica pump itself doesn't need any electrical power to 
operate.

All I've done is ask you more questions.  Follow the wiring, and let's see 
what the relay's doing, then we'll know more.
