I've been successful using a cape chisel (a narrow, sturdy chisel) placed
and tapped at the periphery of the bolt to unscrew. YMMV.

Tip: when installing the new switch, don't break off the "tamper proof" head
and use a socket that will grab both the top and thin bottom parts of the
bolt (or replace the bolt with a serviceable alternative).
