The Milano uses Bosch L-Jetronic with an analog ECU, as well as a
separate electronic Bosch ignition system.  The 164 uses Bosch Motronic,
which has fuel and ignition integrated together into one digital unit.
There are no replaceable "chips" in the L-Jet systems, although you can
alter the fuel curves by changing individual resistors in the analog ECU.
Complete replacement ECUs are available from a few sources.  You *can*
"chip" a Motronic system, although I don't know if there are any companies
providing them for the 164.

Clearing up some terminology, there is no such thing as "Bosch CSI".
Perhaps you're thinking of Bosch CIS (aka K-Jetronic), which is a mostly
mechanical system.  Many CIS/K-Jet setups have no ECU at all.  Those that
do have an ECU use an all analog ECU to control mixture via an O2 sensor.
As far as I know, Alfa never used CIS/K-Jet on any production car.
They jumped straight from SPICA (or, in Europe, carbs) to L-Jet.

btw, the '88 Carrera doesn't use CIS/K-Jet.  The last 911 to use CIS was
the '83 911SC.  For '84, Porsche moved to Motronic (which they call DME,
just to confuse the issue).  So, an '88 911 can be indeed be "chipped".
A Milano can only have the entire ECU swapped out unless you're handy with
soldering equipment and know a good deal about analog control systems.
