All this talk about cat converters

Hi

Under UK rules a new car must be as homologated. However,
a 2nd hand car does not need to be as homologated but must
pass a basic emmisions test. These tests are done by certain
government testing stations (not the same as the yearly MOT
emmisions test). Therefore it does not matter in the slightest
that the cat fitted to the car is not as would be fitted to a
European spec car.

There is a healthy industry importing 2nd hand cars from Japan
into the UK. Most of these cars are not UK models and certainly
have no proper European homologation papers.

There are some odd rules about how a car is a personal import.
This leads to many Japanese imports being landed into the
Netherlands, registered on Dutch export plates (so no emmisions
tests or anything for those) and then imported to the UK (at which
point it has been imported from within Europe!).

All the best

Keith
