The second pullout lever is a handthrottle, aka. Cruisecontrol. It
should be connected in the enginebay to a lever via a cable.
I don't think there is much info specific to the GT Junior. The car is
identical to a 2000, except of course for the engine, the tach and the
lack of an oil light.
