The usual pitch on 4mm screws is 0.7mm.  By "4 x 60" I'd say Henry
is looking for an M4x0.7 with a nominal length of 60mm.

FWIW, MSC carries M4x0.7 x 50mm Phillips round-head machine screws.
I didn't see any 60s in the catalog.
