Q1 - Yes, especially if you have wheels with large open areas.
Q2 - They help. My slotted rotors would still have a moment of hydroplaning, 
but it went away quickly.
Q3 - Hmmm, can't help here. I bought mine from an existing source rather than 
create my own.
