Milano Headlight Puzzle

Hello again everyone.

I need assistance with the latest puzzle on the Milano.

When I turn the headlights on the high beams come on and stay on.
When the parking lights are on the "flash" works OK.
This is an "87 and has the relay mod.
The relay doesn't seem to be energizing (the one behind the little bin).
Where the gray wire comes out of the fuse box is reading 5 volts when the
headlight switch is turned on.
This can't be right.
Is there a fuse, another relay or something that feeds this thing?
I checked all the fuses and they seem OK.
When I pull the high beam fuses I get no headlights at all.

Any clues to this dilemma would be appreciated.
(running around with high beams makes folks a little irate  ;-)   )
