parking brake question

I have another quick question for the digest. I have been trying to get my
parking brake to work on my 79 spider and in the process have found out how
the mechanism works. The problem that I ma having is that I can have someone
pull up on the handbrake and the car will stop rolling, but I cannot get the
handbrake lever to stay in the up position. Any thoughts out there?
