BTW- Thanks for the responses to my question...  Here is the
punchline.

In wonderful Massachusetts, Grundy can't sell collectable car
insurance unless the car is at least 25 years old.

Yes, this is a Mass. thing only dictated by the state's Insurance
Commission or some other state entity.

I just get all excited when I pay more for something than I have
to acroos the state line.
