If a liner is _that_ stuck, and junk anyway, the old diesel mechanic's
trick is to simply run a bead of weld around the inside of the liner down
where it fits into the bore in the block. When the weld cools, it will
shrink and pull the liner inward with it enough so that the liner will
simply fall out if you turn the block over.
