new GTV on eBay

I was wondering why this individual insists on selling Keys with a free car included, other than being a wisea**? (S)he is saving about $37 on eBay listing fees, but the final value fees are much higher as a result. Maybe they are avoiding licensing and title issues with a gray market car(?)
