CA smog check

I believe the deal is that whenever a car is registered or reregistered it 
has to be smogged, but it is "traditional" (required?) that the SELLER has 
the car smogged for the buyer, or else gives the buyer the $ for the check or 
deducts same from the price, or comes to some other kind of arrangement 
satisfactory to both parties.  Buying a used car post 73 and then having to 
pay for getting it smogged is bad form.
