Nick,

Check all your sensors with a VOM to make certain they are 
working. Great reference to help do this is "Bosch Fuel Injection 
& Engine Management" by Charles Probst. Not certain about the 
sensors in the '84 (my Spider is a '86) by don't overlook the 
coolant temp and the cold start injector. Also, make certain the 
year old O2 sensor is still good and still has continuity, if the 
connections are loose the ECU doesn't "see" the input.

Not certain if NC has certified emissions repair facilities, if 
they do and you can find a good one, bring in the car and let them 
get the problem resolved. They have the equipment to do the 
diagnosis (gas analyzer) and adjustment (mine needed AFM 
adjustment due to the fiddling of a DPO).
