Eagle1 makes a wheel cleaner for alloys that may work.  Also a product called 
Sonax (sp)? is quite good on old alloys. Sonax is hard to find and is usually 
found at stores that cater to European auto parts and accessories.  Use a 
good brush made for cleaning wheels with multiple applications and plenty of 
water.  When finished try putting on a coat of wheel polish to help keep the 
brake dust from adhering to the cracks and crevices.
