Always remove the cotter pin and tighten the nut that holds the steering
arm to the steering box shaft. I have found this nut loose on many cars and
tightening it removes a lot of the slop. If the nut is tight then the box
is probably worn. 

Have someone wiggle the steering wheel while observing the steering box.
This should help identify where the slop is. Be sure to look closely at the
sheetmetal that the box is attached to as this area is subject to cracking.
