Chains v Snow tires

No properly maintained highway system should require chains OR studded 
tires nowadays. No one uses them in Canada, except the truckers (for 
obvious reasons). Some benighted souls still think the poor bare road 
performance of studded tires is worth the risk of being ticketed for 
destroying the highway, just in case you need to ice race on the street. 
Four good snow tires will get you into and out of anywhere you should be 
going on a winter road. (ever notice that the state troopers don't have 
snow tires OR chains, they drive on police specials year round hmmmm).
