'69 GTV bumper question

While my '74 gtv sits in the garage awaiting the snow to melt, I want to
put on the '69 bumpers I have for it.

Does anyone know what, if anything, belongs between bracket and the car
mounting point on the rear?  I'd suspect there should be a rubber pad,
at least.
