non starting problem



The following applies to a 1988 spider-

    I checked my fuel pump today, when I apply 12 volts to it
independently, it works fine, so I know that it is ok.  When I have
someone crank the car, the fuel pump does not energize, there is no
voltage at the terminals.  I checked the aux pump in the tank and I have
12.70 volts at this pump with the key in the on position.
    What causes the relay behind the seats to be activated?  I replaced
the relay with a new one, so I know that this is not the culprit.  There
is 12.70 volts at one side of the relay.
    Is this relay triggered by one of the two relays mounted in the
engine compartment near the windshield washer bottle?
