engine identification

I need a head for a 1600 engine, I thought I had found one and bought the
entire engine.  When it arrived I discovered it was not a 1600 engine but
looks like a 750 1300 to me.  It has the rubber coated allen heads on the
valve cover, no front bolts on same, no front bolts on the head/front
cover.  The finish on the block and head are very rough, like sand cast. 


Numbers are 
block  ar 1315 40115

head  6510

crank 4392

cams have  3D1 inside a box

Anyone know what this engine is?
