Alas, sometimes here in Los Angeles, the ONLY way to get through an
intersection, especially if making a left turn, is to wait for it to clear
and make your turn before the onslaught from the opposite direction resumes.
IOW, you come into an intersection on a green and get stuck waiting for
opposing traffic to clear so you can turn left. The traffic does NOT clear
until their light turns red (and often not even then). If you wait for a
clear road and a green light, you will die of starvation unless someone
shoots you first. The only time you can complete your turn is when the light
has actually turned red, like it or not. The solution that works, it seems
to me, is what they use at some major intersections, which is turn lights.
