Phila area lights

In the Philadelphia metro area many intersections have signs which read
"Wait for green".  Seems kinda redundant since that's what the lights
are
supposed to be for.  Go figure.

Dan... its because the lanes on the other side have a early green and
its trying to stop drivers from starting out based on the oppoisite
lanes cars moving, instead of the light turning green. I have seen many
a car run a red, when the driver is watching the other cars instead of
the light.
