Balky 164 Steering

The steering gear in my '91L has gotten a little balky lately. When the car 
is cold (temps here lately in the upper 20s), the steering is extremely hard 
until I've gone lock to lock once. Then, it's OK. 

Do I have a bad rack or a bad pump? And is there any short-term cure for it? 
(Yes, it's full of fluid) How much of a pain is it to change the rack?
