If the spark plugs and fuel filter are OK, then look for air leaks. The 
idle stabilization valve bleeds air into the intake to keep the idle 
stable. There's a foam gasket where the valve is bolted to the intake which 
decays and leaks air. Rock the fitting, it should NOT move. If it moves 
then air is probably leaking past the gasket and upsetting the idle. Vacuum 
hose leaks, and a minimax throttle switch out of spec can also cause these 
erratic idle problems. I'd look for air leaks first, then ensure the 
throttle position switch is exactly right.
