I wouldn't bother with new wheels unless aesthetics were an issue.
If the car isn't used on the track, I would probably drop the $60 for
a set of 'Kleen Wheels' or similar dustshields, and some Mintex or
similar low dust brake pads.

As an aside, a party near here was selling a complete set of S wheels
for $200, and had trouble getting rid of them (sorry, they're gone
now!)
