Peter,

Under the small tube is a filter for the power steering fluid.  If the "small
tube" is floating in the resevoir, then the filter is not seated in the bottom
of the resevoir.  The cap to the resevoir holds pressure on the "small tube"
which holds pressure on a spring which holds pressure on the filter.  You should
fish out the parts and replace them correctly.  If you don't do this, the fluid
will bypass the filter.
