Much of the Federal Register guidelines are intentionally vague as the
regulation and registration of motor vehicles in the specific is left
primarily to the States' jurisdiction. Being able to pass the Federal
requirements is only the first step. After that, you need to be able to
register the vehicle for use, either for a limited term or for permanent
residence. This is up to the State ordinances; they vary quite a bit.
